Edward Bayly Neely (1828-1904), also known as E.B. Neely, was the superintendent of public schools in St. Joseph, Missouri.  This engraving by John Sartain (1808-1897) of Sartain & Co., Philadelphia, Pennsylvania, was created in August 1868, based on a photograph by F.L. Mitchell of the Star Gallery, St. Joseph, Missouri.
