Though there is still a slim chance that this is Walter Graham Suggs Sr. (1868-1937), done sometime around 1892-1905, that now seems pretty unlikely.  This is now instead believed to be his father Isaac Suggs Jr. (1844-1896), taken around 1880-1892 when he lived in the Almaden and Los Gatos areas near San Jose, California.  It was by an unknown artist who enlarged a photographic print then finished it by hand with charcoal, pastel, or graphite to create this larger piece of artwork.
